Gender-Based Violence during a Sanitary Crisis:The Case of Covid-19 Algeria, Egypt, Jordan, Lebanon, Morocco, Palestine and Tunisia

The purpose of this Rapid Assessment on Gender-Based Violence before, during and after the coronavirus pandemic and COVID-19 lockdown is to take stock of the current situation and assess the multiple effects of confinement due to a health crisis on women and girls, including economic impacts, where possible.

The ambition is not to conduct a prevalence survey, but rather to assess the extent of the phenomenon through the chosen approach, to confirm the hypotheses as to the causes and consequences of this violence. It will be possible to assess unmet needs in terms of protection, security and health services during such crisis and the ways to access them.

Consultation with women, associations and institutions/organisations that are closely monitoring the situation will allow reflection on the solutions to be proposed so that women’s needs are met and rights are taken into account in the proposed measures.

Combat Gender Based Violence in the Arab Countries“

Description : CAWTAR / UN-Womenhas adopted a pilot regional project which its primary objective is to enhance the capacities of service-providing institutions including governmental and non-governmental. The main outputs of the project are studies, training modules and a regional network which consist a number of specialized experts, trainers and specialized institutions. One of the measurable objectives of this project is that it delineated the glaring intertwined need for systematization of capacity building activities with strategic public-awareness campaigns if social effects of GBV to be addressed in a pragmatic ways.

That being said, this regional project general objective is to capitalize on the outputs of the above mentioned project, to maximize their benefits and use to in a wider-scope activities: training, data generation and advocacy.

Description: The project,“Combat Violence against Women in the Arab Countries” will participate to:

• Increase knowledge on gender base violence by carrying out a number of national studies on GBV. Through this component a regional methodological protocol will be adopted and used for the national qualitative studies which will allow the comparison between the countries.
• Public awareness and advocacy products: Through this project, a primary focus will be on compiling effective public awareness and advocacy tools such as posters, service announcements, and policy briefs used by NGOs and specialized institutions to lobby rights of women victimized by different types of violence and to educate the public of the harmful impact of such acts on community and citizens. While advocacy tools will be produced in interactive CDs the public awareness will be published in a regional catalogue. The catalogue include poster with profile of NGOs or institutions that designed it along with information sheet on scope and results of campaigns in which such poster is used.
• Information Sharing Tools: The project activities aim to facilitate access of all interested researchers, victims of violence, practitioner and specialized institutions to information about service providing organizations, existing networks and all other active policy-making agencies in the field of gender based violence. The directory is the first of its kind in the region. In addition to the contact of Gov, NGOs and networks it will include information on the institutions activities and advocacy tools. It will cover 22 Arab countries will be published in 2 languages as well as electronic copy of which will be posted on CAWTAR’s e-clearing house.
• Capacity building of the Services providers: Develop the already exciting training kit on “Capacity building of the services providers working on GBV” to respond to all kind of services providers such as the police, health services providers etc…
• National and regional training sessions to service providers (CAWTAR/ UN-Women kit):Three national training sessions + one regional training session per year will be organized. CAWTAR/UN-Women kitwill be used as primary training material. These series of training is to maximize the outreach and learning from the new methods of counseling and victims support incorporated in the kit. The previous training sessions organized have already benefited 60 trainees from 10 Arab countries and evaluation of event has been in general very good. The aim of these training is also to build a core of specialized institutions that can take the lead in training other NGOs and Government institutions on methodologies and specially experiences to document successful campaigns in order to use in sustainable way. The training will target North Africa, the Gulf and Mashreq and least developed countries in the region.
• Best practices data base: One of the main outputs is to create specialized data base of best practices or successful experiences that contributed to curtail violence especially domestic one against women. They will be shared widely among specialized and non-specialized to contribute to maintain the spirit of learning from what has worked and what has not in the field of gender based violence. Best practices can by a government program, NGO project, a network initiative. They will be compiled also from beneficiaries of CAWTAR/UN-Women regional training sessions which started since September 2006.
